Shanghai Consul General's telegram 152 of November 20.

I have discussed with Consul-General and Major-General

question of reduction of troops in Shanghai. I consider there

is now no important political objection to withdrawal of one

battalion.

Accordingly Royal Welch Fusiliers need not be relieved

when they move at the end of this month.

Addressed to Foreign Office telegram No. 25 of January 6th

repeated to General Officer Commanding, Commander-in-Chief, Tokyo,

Iraq and Peking.
